Does the oil pump make pressure for the engine?

What is the main purpose of an internal combustion engines oil pump? Is it to build oil pressure in the engine?
To make it clearer, does the oil pump determine engine oil pressure (the pressure you read on the gauge) or is it just for oil distribution.

The oil pump generates it’s own pressure to supply the moving parts of the engine with adequate lubrication

When I am vacuuming the pool, why does the pump loose pressure and break its seal?
